Water Resources Development Act of 2026
Congress is beginning development of the Water Resources Development Act of 2026 (WRDA 2026), the bipartisan legislation that authorizes U.S. Army Corps of Engineers studies, projects, and related policy provisions.
Representative Smith is inviting interested entities to submit requests for consideration. Below is a summary of the key submission requirements and process.
Eligible Request Types
Submissions must fall within the U.S. Army Corps of Engineers’ civil works authorities and may include:
- Project or Study Requests
- Authorization of new construction projects
- Authorization of new feasibility studies
- Modifications to existing projects or studies
- Deauthorization of inactive projects
- Land transfers, conveyances, exchanges, or easements
Policy Requests
- Statutory changes governing how the Corps carries out its missions, such as benefit-cost analysis, emergency response authorities, nature-based solutions, or non-federal cost share policies
Environmental Infrastructure Requests
- Water supply, wastewater, or stormwater infrastructure projects
- Note: These requests require a signed Member certification letter confirming no financial interest
Key Submission Requirements
All requests must be submitted through the WRDA 2026 electronic submission portal. Requests must be within Corps jurisdiction; activities outside the Corps’ authority will not be considered. Each submission must include a priority ranking. Legislative text is not required but may be included if available. Once submitted, requests are locked and cannot be edited without committee approval.
Deadline
To be considered by Rep. Smith’s office, all materials must be submitted no later than:
January 29, 2026 at 3:00 PM (ET)
